Any person, either natural or corporate, residing or authorized to do business in the state of Missouri, the investment powers of whom or which are governed by statute, is hereby empowered and authorized to make any loan guaranteed as provided by the Servicemen's Readjustment Act of 1944, 1 or for which there is a commitment to so guarantee, or for which a conditional guarantee has been issued, notwithstanding any other provision of law to the contrary relating to powers or authority of such person.
