The director may promulgate such reasonable rules and regulations not inconsistent with the provisions of sections 380.201 to 380.591 to effectuate or aid in the interpretation of these sections. The procedure for promulgation of rules and regulations shall be in accordance with the provisions of chapter 536, and the director shall hold a public hearing before promulgating any rule or regulation. No rule or portion of a rule promulgated under the authority of this chapter shall become effective unless it has been promulgated pursuant to the provisions of section 536.024.
