Before any foreign insurance company doing business under the assessment plan shall be authorized to do business in this state, it shall deposit, and always keep on deposit, with the director of the department of commerce and insurance of this state, the sum of two thousand dollars, or secure the same to the satisfaction of the director, to indemnify the state against costs and expense for the prosecution of the company for violations of the law, and to pay the costs and expenses of the examination of the company, which the director may make or cause to be made.
