All workers' compensation insurers or their designated agents, self-insurers and state agencies responsible for the collection or maintenance of workers' compensation related data shall report claims information necessary to determine and analyze costs of the workers' compensation system to the director of the department of commerce and insurance or to such agents as the director may designate. The director may promulgate all reasonable rules and regulations necessary to implement this section.
