The commission and division shall make and submit to the governor, on or before the first day of February, in each year, a report containing a full and complete account of its transactions and proceedings under this chapter for the preceding year, together with all statistics and information collected by the division, and such other facts, suggestions and recommendations as it may deem of value, which report shall be laid before the legislature.
