1. Payment of the charges provided in this section shall be made by each commercial producer in this state. Each commercial producer, on or before the fifteenth day of January, April, July, and October, shall file with the director of the department of agriculture, on forms prescribed and furnished by the director, a signed written report in duplicate, in such form as is required by the director to enable him to compute, and assure the accuracy of, the charges due on all purchases of fish food occurring during the preceding quarter. Payment of the charges in the amount disclosed by the report shall accompany the report.
2. Any commercial producer who purchases any fish food mentioned in section 275.452, unless the charge imposed by sections 275.452 to 275.455 is paid, is subject to a fine of not less than fifty dollars nor more than one thousand dollars.
