No dead animal may remain at an unrefrigerated substation or a series of unrefrigerated substations for a period of more than forty-eight hours. All dead animals entering a substation in this state shall be disposed of according to the provisions of this chapter, taken to an authorized disposal facility, or permanently removed from the state within the above-mentioned time.
