The governing body of all national, state, and local fairs and expositions conducted in this state which include the exhibition of livestock shall permit all qualifying 4-H and Future Farmers of America (FFA) members to exhibit livestock at such fair or exposés. The governing body of each national, state, and local fair or exposition shall have the authority to establish rules and fees for participation in its individual events.
