The director of the department of natural resources may grant leases for the development, construction, maintenance and operation of resort and related facilities on federal reservoir lands purchased, leased, or licensed by the state from the federal government for a period of not to exceed fifty years. The consideration for the lease shall be based upon a specified annual rental for each acre plus a percentage of the gross business done on the land.
