Any person aggrieved by an order or act of the director or the chief inspector under sections 650.200 to 650.290 may, within fifteen days' notice thereof, appeal from the order or act to the board which shall, within thirty days thereafter, issue an appropriate order either approving or disapproving the order or act. A copy of the order by the board shall be given to all interested parties. Within thirty days after any order or act of the board any person aggrieved by a final order of the board shall be entitled to a judicial review thereof as provided in sections 536.100 to 536.140.
