1. The board, in consultation with the director, shall set the amount of the fees authorized by the provisions of sections 650.200 to 650.290, by rule or regulation promulgated in accordance with the provisions of section 536.021. The fees shall be set at a level which reflects the average fees from at least seventy-five percent of states which regulate boilers and pressure vessels. Additional surveys, when required, shall not be performed prior to the biennial anniversary of the last survey.
2. The owner or user of a boiler or pressure vessel required by sections 650.200 to 650.290 to be inspected by the chief inspector, or his deputy inspector, shall pay a fee in accordance with the fee schedule adopted pursuant to the provisions of subsection 1 of this section when invoiced by the chief inspector.
3. The chief inspector shall transfer all fees so received to the director.
