In addition to any other laboratories funded by the Missouri crime laboratory assistance program, the department of public safety shall provide funds for the operation of a crime laboratory in any first class county without a charter form of government which adjoins both a first class county with a charter form of government and at least two counties which are counties of the second class on August 28, 1989. Such funding shall be by contractual arrangement as provided by section 650.105, and shall be subject to the same terms and conditions established by the department to fund other crime laboratories under that section.
