1. In addition to those sums authorized prior to June 6, 1989, the board of fund commissioners of the state of Missouri, as authorized by Section 37(e) of Article III of the Constitution of the State of Missouri, is authorized to borrow, on the credit of this state, the sum of thirty million dollars in the manner and for the purposes set out in chapter 640 and this chapter. The department shall allocate these funds for the following purposes: water pollution control projects; storm water control projects; rural water and sewer grants; urban drinking water and emergency drought relief.
2. Pursuant to chapter 640, moneys shall be expended for emergency drought relief as follows:
(1) Connection of the public water system to other public water systems;
(2) Any other purpose directly related to the provision of water to public water systems under drought.
3. Any public water system affected by a water shortage caused by a lack of rainfall may apply to the department of natural resources for assistance under this act. 1 The application shall be in a form and shall provide such information as required by the department. The department shall review and rank applications and may provide grants or loans to the affected public water system or systems. In evaluating applications, the department shall consider the seriousness of the water shortage, the number of people affected, the ability of the public water system to repay a loan, and such other matters as it deems material to the application.
