The board of public buildings, as created under section 8.010, and the commissioner of administration shall review each proposed transfer or conveyance of any interest in real property owned by the state for the department. The board and the commissioner shall report to the general assembly any recommendations either might have regarding the consideration for such transfer or conveyance to protect the interests of the state prior to such transfer or conveyance.
