To coordinate the delivery system of accessible department services, to integrate the community-based program into the department system and to avoid duplication of state-provided or -supported services, the department shall require affiliation agreements with the grantees as a condition for receiving the grants. In the agreements, the department shall assign responsibility to the grantee for providing certain services for meeting the needs of unserved, underserved or inappropriately served persons for whom the state has the responsibility to serve.
