The director shall appoint the directors of the divisions of the department, and such division directors shall serve at the pleasure of the director. The director shall be the appointing authority under chapter 36 to employ such administrative, technical and other personnel who may be assigned to the department generally rather than to any of the department divisions or facilities and whose employment is necessary for the performance of the powers and duties of the department.
