Any person authorized to protest any action taken by a motor vehicle, motorcycle or all-terrain vehicle manufacturer, distributor or representative pursuant to a franchise agreement may file a protest with the administrative hearing commission as provided in chapter 407. For cases arising pursuant to chapter 407, the administrative hearing commission may, by rule, establish a filing fee equal to the filing fee of the circuit court of Cole County.
