Notwithstanding the provisions of section 306.190, to the contrary, any first class county containing all or part of a city with a population of at least four hundred thousand inhabitants may adopt orders or ordinances regulating the size and operation of watercraft upon lakes constructed or maintained by the United States Army Corps of Engineers within such county. Such orders or ordinances may be more, but shall not be less, stringent than the provisions of this chapter. Any law enforcement officer of such county may enforce the orders or ordinances adopted by the county pursuant to this section.
