The portion of U.S. Highway 54 in Cole County from the Hammann Drive intersection to a location one mile south of such intersection shall be designated the “Billy Dean Robinett Memorial Highway”. The department of transportation shall erect and maintain appropriate signs designating such highway with the cost of such signs to be paid by private donations.
