Any person who has provided foster care to a child at any time in a two-year period prior to any hearing concerning the child conducted pursuant to the provisions of sections 210.700 to 210.760, shall be allowed to 1 testify at such hearing. The court may limit such testimony to evidence the court finds relevant and material.
