If the facilities, equipment, and adjoining grounds of Linn Technical College located in Osage County and commonly known as the East Campus of Linn Technical College, as well as the cash reserves of Linn Technical College are made available to the State of Missouri as a gift by the Osage R-II school district, there shall be established at that site a state technical college, to be known as “State Technical College of Missouri”.
