All funds collected under the provisions of an act of congress, approved August 30, 1890, 1 commonly known as the “Morrill bill”, shall be paid as follows: One-sixteenth thereof for the benefit of the Lincoln University and one-fourth of the remainder to the treasurer of the University of Missouri-Rolla, and the remainder shall be paid to the treasurer of the state university for the benefit of the agricultural college.
