Any person who is required to register with the selective service system pursuant to the provisions of the United States Military Selective Service Act, 50 U.S.C. App. 451, et seq., shall not without proof of such registration:
(1) Be offered employment with the state of Missouri; or
(2) Be eligible for state-supported scholarships, programs for financial assistance for postsecondary education or loans insured by any state agency.
