1. Absent explicit statutory authority, no constitutional charter city with more than seventy thousand five hundred but less than seventy-one thousand inhabitants located at least in part within a county of the first classification with more than eighty-two thousand but less than eighty-two thousand one hundred inhabitants shall enact any ordinance, regulation, or resolution that would impose a surcharge or other fee to compensate any political subdivision organized pursuant to chapter 162.
2. If any provision of this section or the application thereof to anyone or to any circumstances is held invalid, the remainder of section A of this act 1 and the application of such provisions to others or other circumstances shall not be affected thereby.
