Missouri Revised Statutes Title VII. Cities, Towns and Villages § 78.170. Appropriations--power of council

If at the beginning of the term of office of the first council elected in such city under the provisions of sections 78.010 to 78.420 the appropriations for the expenditures of the city government for the current fiscal year have been made, said council shall have power by ordinance to revise, to repeal or change said appropriations, and to make additional appropriations.
