Missouri Revised Statutes Title IV. Executive Branch § 34.195. Citation of law--contracts with new businesses report, contents--recommendations

1. This section shall be known and may be cited as the “Right-to-Start Act”.

2. No later than June 30, 2026, and annually thereafter, the commissioner of administration shall file a report with the general assembly that includes, but is not limited to:

The commissioner of administration, in conjunction with the office of entrepreneurship under section 620.3800, shall produce and file a report with the general assembly making recommendations on improving access and resources for new Missouri businesses that have been in operation for less than three years on or before January 1, 2026. The report shall also include recommendations on improving access and resources for new businesses owned by a racial minority group, as such term is defined in section 37.013, women-owned businesses, and veteran-owned Missouri businesses that have been in operation for less than three years on or before January 1, 2026.
