Missouri Revised Statutes Title II. Sovereignty, Jurisdiction and Emblems § 8.730. Income must be adequate to establish facility

The licensing agent shall not cause or permit the establishment or placement of any blind vendor in a vending facility unless it is first determined that the facility produces or is likely to produce within a reasonable time an adequate net income for a blind vendor.
