The commissioner shall ban from sale or distribution any toy or other article intended for use by children that presents any of the hazards set out insection 325F.08.
The commissioner shall adopt the rules necessary to carry out the intent ofsections 325F.08to325F.18. Rules shall insofar as practicable conform to the rules relating to this subject found as part 191 in the Code of Federal Regulations, title 21.
