The services required to be provided undersections 237.50to237.55may be enforced undersection 237.081upon a complaint of at least two persons within the service area of any one telecommunications service provider, provided that if only one person within the service area of a company is receiving service undersections 237.50to237.55, the Public Utilities Commission may proceed upon a complaint from that person.
