No grant of general assistance except one made pursuant tosection 256D.06, subdivision 2, shall be reduced, terminated, or suspended unless the recipient receives notice and is afforded an opportunity to be heard prior to any action by the county agency.
Nothing herein shall deprive a recipient of the right to full administrative and judicial review of an order or determination of a county agency as provided for insection 256.045subsequent to any action taken by a county agency after a prior hearing.
