The commissioner of natural resources may lease state-owned lands as defined insection 92.01for a term not to exceed 21 years for the purpose of investigating, analyzing, and developing conservation easements that provide ecosystem services benefits. Leases granted under this section are not subject tosection 92.50, subdivision 1, paragraph (b), with respect to Executive Council approval for commercial leases orsection 92.50, subdivision 1, paragraph (d).
