By July 1, 1996, the participating boards shall adopt joint rules relating to the provisions ofsections 214.31to214.36in consultation with the advisory committee and other appropriate individuals. The required rule writing does not prevent the implementation ofsections 214.31to214.37and Laws 1994, chapter 556, section 9, upon enactment.
