Notwithstanding any law to the contrary, real property purchased in whole or in part with state funds may not be transferred for less than the appraised value, or if the property has not been appraised, for less than the fair market value as determined by the commissioner of administration. This section does not apply to a department listed insection 15.01, the Minnesota State Colleges and Universities, the University of Minnesota, or a political subdivision of the state.
