Michigan Compiled Laws, Chapters 81 to 113 Fourth Class Cities § 110.16

Sec. 16. Sections 14 and 15 of this chapter  1 do not apply to appropriations, contracts, incurring of liabilities, expenditures and work in connection with any improvements financed by special assessments.
