Sec. 18. Any person who shall bring or remove, or cause to be brought or removed, any poor or indigent person, from outside this state, into any county within it, with intent to make such county chargeable with the support of the poor person, shall forfeit and pay $50.00, to be recovered before the district or municipal court of the judicial district or municipality into which the poor person was brought, or in which the offender is located; and shall also be required to transport the poor person out of the state, or support him or her at his or her own expense.
