Sec. 3. If a county board of commissioners enters into any contract under section 1, 1 a judge of the family division of circuit court for the county shall refer to the proper agency, institution, or hospital with which the contract has been made, the poor, sick, distressed, abandoned, needy, or child or youth with special health care needs residing in the county as have been provided for by the appropriations made for the purpose in accordance with this act.
