Sec. 51.(1) The notary fees fund is created in the state treasury. Except as otherwise provided in sections 15(2) and 21(4), 1 an application processing fee, duplicate notary public certificate of appointment processing fee, certification processing fee, copying processing fee, reimbursement costs, or administrative fine collected under this act by the secretary shall be deposited by the state treasurer in the notary fees fund and is appropriated to defray the costs incurred by the secretary in administering this act.
(2) A processing or filing fee paid to the secretary or county clerk under this act is not refundable.
