Sec. 23a. Notwithstanding sections 21 and 23, 1 if a county board of commissioners previously approved the construction of a bridge across a navigable stream in the county in compliance with section 23, then any reconstruction, renovation, or replacement of that bridge that continues to provide for the passage of vessels or boats in compliance with the original approval does not require any further approval by the county board of commissioners of that county.
