Michigan Compiled Laws, Chapter 46. County Boards of Commissioners § 46.172

Sec. 2. Any county having determined to establish and provide any of the improvements, facilities and services authorized under the provisions of section 1 hereof,  1 is further authorized to extend by laterals and connections, and to improve, repair, manage and/or operate any such improvements, facilities and service of and situated within any units of government by terms of agreements therefor to be entered into between such county and said units of government, and subject to the conditions hereinafter provided.

Such county may loan money to such units of government for said purposes and obtain repayment thereof by agreement therefor and subject to the conditions hereinafter provided.
