Sec. 278. (1) Included in the appropriation for fiscal year 2024-2025 for each public university in section 236 1 is funding for the Martin Luther King, Jr.--Cesar Chavez--Rosa Parks select student support services program for developing academically or economically disadvantaged student retention programs for 4-year public and independent educational institutions in this state. Preference may not be given to participants on the basis of race, color, ethnicity, gender, or national origin. Institutions should encourage participation from those who would otherwise not adequately be represented in the student population.
(2) An award made under this program to any 1 institution must not be greater than $150,000.00, must have an award period of no more than 2 years, and must be matched on a 70% state, 30% college or university basis.
(3) The department of labor and economic opportunity shall administer the program described in this section.
