Sec. 51d. (1) From the federal funds appropriated in section 11, 1 there is allocated for 2023-2024 all available federal funding, estimated at $72,000,000.00, and there is allocated for 2024-2025 all available federal funding, estimated at $83,000,000.00, for special education programs and services that are funded by federal grants. The department shall distribute all federal funds allocated under this section in accordance with federal law. Notwithstanding section 17b, 2 the department shall make payments of federal funds to districts, intermediate districts, and other eligible entities under this section on a schedule determined by the department.
(2) From the federal funds allocated under subsection (1), the following amounts are allocated:
(a) For 2023-2024, an amount estimated at $15,000,000.00 and for 2024-2025, an amount estimated at $14,000,000.00 for handicapped infants and toddlers, funded from DED-OSERS, handicapped infants and toddlers funds.
(b) For 2023-2024, an amount estimated at $14,000,000.00 and for 2024-2025, an amount estimated at $14,000,000.00 for preschool grants under Public Law 94-142, funded from DED-OSERS, handicapped preschool incentive funds.
(c) For 2023-2024, an amount estimated at $43,000,000.00 and for 2024-2025, an amount estimated at $55,000,000.00 for special education programs funded by DED-OSERS, handicapped program, individuals with disabilities act funds.
(3) As used in this section, “DED-OSERS” means the United States Department of Education Office of Special Education and Rehabilitative Services.
