Sec. 513. (1) Except as provided in subsection (3), at the conclusion of a hearing conducted under section 511, 1 the administrative law hearings examiner shall submit a determination of findings of fact and conclusions of law to the department and the department of the attorney general and the appropriate board in a hearing report. The submitted hearing report may recommend the penalties to be assessed as prescribed in article 6. 2
(2) A copy of a hearing report shall be submitted to the person who made the complaint and to the person against whom the complaint was lodged.
(3) For a complaint involving professional standards of practice under article 7, 3 a majority of the members of the board who have not participated in an investigation of the complaint or who have not attended an informal conference, shall sit to make findings of fact in relation to the complaint.
