Sec. 4. (1) The money, interest, and earnings of the fund shall be expended solely for grants to any of the following:
(a) A medical school located in this state.
(b) A hospital located in this state that specializes in the treatment of cancer.
(c) A hospital located in an urban area in this state that provides services to African-American men. As used in this subdivision, “urban area” means an urbanized area as determined by the economics and statistics administration of the United States bureau of the census according to the 2000 federal decennial census.
(2) Money granted or received as a gift or donation to the fund is available for distribution upon appropriation.
