Sec. 144. The director, after notice to the applicant or licensee, may suspend, deny, or revoke
a license if he finds that there is a substantial failure to comply with the requirements
of sections 134 through 150. 1 The notice shall be by certified mail or by personal service, setting forth the
particular reasons for the proposed action and fixing a date, not less than 30 days
from the date of service, on which the applicant or licensee shall be afforded a hearing
before the director or his designee.
