Sec. 63704. (1) A person shall not engage in sand dune mining within Great Lakes sand dune areas except as authorized by a permit issued by the department pursuant to part 13. 1
(2) Prior to receiving a permit from the department, a person shall submit all of the following:
(a) A permit application on a form provided by the department.
(b) An environmental impact statement of the proposed mining activity as prescribed by section 63705. 2
(c) A progressive cell-unit mining and reclamation plan for the proposed mining activity as prescribed by section 63706. 3
(d) A 15-year mining plan as prescribed by section 63707. 4
