Sec. 61513a. The supervisor shall not require the pooling of state owned properties or parts of properties under section 61513 1 if the state provides for the orderly development of state owned hydrocarbon resources through an oil and gas leasing program and the supervisor determines the owner of each tract is afforded the opportunity to recover and receive his or her just and equitable share of the hydrocarbon resources in the pool.
