Sec. 4.Beginning with the members first appointed after the effective date of the amendatory act that added section 9b, 1 a member of the council must be appointed for a term of 4 years. A vacancy created by the expiration of a term or in any other manner must be filled in the same manner as the original appointment. Any member may be reappointed for additional terms.
