Sec. 17. All state publications, the distribution of which is made at the expense of the state, and which is not otherwise provided by law shall be distributed by the secretary of state upon the written request of the several officers under whose charge the several reports may be issued. The cost of distribution of such publications shall be allowed in accordance with the accounting laws of the state. No publication containing slips “with compliments of ______,” or other designating marks, indicating that the publication was sent to the recipient other than as a present from the state, shall be hereafter distributed under this section, or otherwise, at the expense of the state, and any officer or employe who knowingly permits or allows any violation of the provisions of this section shall be deemed guilty of a misdemeanor, and on conviction thereof shall be discharged from the employ of the state, and fined not less than 5 dollars nor more than 50 dollars, in the discretion of the court.
