The State Human Resources Officer must be qualified by education or experience in the administration of personnel systems, public or private, and in human resource management. The commissioner shall appoint the State Human Resources Officer who serves at the pleasure of the commissioner.
The officer may name a designee to conduct employee relations activities set forth in Title 26, chapter 9-B 1 and other proceedings such as negotiations, mediation, fact-finding, arbitration, grievance proceedings, unemployment compensation proceedings, workers' compensation proceedings, human rights proceedings and other labor relations proceedings.
