Maryland Code, Business Regulation § 16.7-204.2

A retailer or vape shop vendor may not display electronic smoking devices for sale unless the electronic smoking devices are located behind a counter in an area accessible only to the retailer or vape shop vendor and employees of the retailer or vape shop vendor.
